New moneybooker rules for U.S. based people

I noticed recently that US and non-US moneybookers users have been placed into two separate classes by moneybookers themselves. I think this might mean that it is very hard for US users to pay non-US people via moneybookers. I also tried funding my account with a CC and it said a VISA might work where an MC had failed?

Was hoping someone could shed some light as to what is going on and what, if anything, is left of the moneybookers service for US users to take advantage of?

The Moneybookers available for US residents is like a joke, I put in my credit card to get verified expecting like a new interface of being able to send money and got nothing. I emailed customer support and they said its basically just for buying things on eBay. Garbage. I'm jealous, I wish I had Moneybookers.

If I am in the US can I use moneybookers to pay someone in Europe? Who can I get payments from and who can I give payments to?
