Actually it easy to promote it. You can buy some banner ads at popular blog. Do some contest to get more member to join your site.
upto me forums are completely get saturated,,,, i see lots of peoples invested lots of $$$ in buying vBulletin, advertising in adwords,,,,, but they failed, because all peoples know that forums are best place to spam, so peoples will keep on spamming your forums if you start,,,,, even i ran a forum, but i failed,,,,,,,
Firstly I have to agree that the market is getting flooded with these types of websites and fewer webmasters are joining the new sites. I would recommended you start promoting your website in webmaster communities. Contests work amazingly. A contest I sponsored for a friend's forum resulted in thousands of new posts and tons of new members, oh, and he ended up selling the forum for quite a niche chunk of cash later on.
