Where's the forum for link exchange and article exchange threads?

But I can't find the button to start new thread. I don't know if I've gone mad or the forum has really changed that much!

 

it's on the top right below the search box and social bar, right of the bread crumbs. a dark green button.

You need to be an established members to post in that forum which is why the post new thread button isn't showing up for you.

After you meet all the requirements, wait an hour or so and it should work.
