New index page designed for photo voting site (design + simple php)

Hi,

We've recently launched a new photo voting site hotshotornot dot com dot au and are looking to insert a new start page before the voting page to give browsers more context.

I'm looking for a simple design with some content being updated from the photo database (part of the coding should be able to be copied from the main site)

Please see attached document for a rough idea of layout.
