    You need to limit the number of times some one (an ip address) can vote for a picture. Otherwise I like it

    You could make a Call to action statement on your website, or a motto, something that will scream to the visitors what they have to do while being on your website.

    PS This is just a suggestion this is the way I'm building my websites, you are free to do whatever you want to do It's a free country :)

    Nice web 2.0 style. What I would do is place the input fields in a table and then centre it to your layout's width.
