Well your ideas are plausible, but it's really hard to implement on an international level.

 

I disagree, sms aren't safe enough to send account information through it. SMS can be easily tapped and information taken.

by the way, unless you got huge, some millions, you cannot start such a service, you will end up closing the business. My advice is prepare a project report and try to buy some investors. Once you got funds, you got everything.
