I haven't yet seen this myself as far as I can remember, but I've seen others say that they saw a new design looking like that. There was also a story about that few months ago.

I am just wondering why does it take them so long to change the design? Why so many months of testing?

I don't really like the new design much either. They basically just moved the menu above the search box to the sidebar. And they need so many months of testing for such a little change? I think they themselves aren't sure it's such a good idea.

there is no design there, they just changed the location of the links, does it mean design change???? I think they just changed the site structure in order it to fit better on the wide monitors.

If Google has permanently moved the ads to the bottom, it might deflate some adsense prices, I would assume.

...usually people pay to be at the top of the page...not the bottom.

If that greasmonkey can get rid of even text link ads then wow.. we webmasters are at mercy of our users. We can earn on advertising only if they let us, otherwise, serve or die. :D

OK, that was an exaggeration. It is up to us not to annoy them and if we don't annoy them with excessive advertising, they'd play nice too. That's what free market is all about - making everyone happy and competing on how happy can you make your customers. (oh and yes, they're always right).
