On march 2010 Google started to change the ranking algorithm they are using to rank websites, before that their algorithm was at phase 2 which means they only ranked sites through content and link popularity. Now they are at phase 3 where they rank website through content, link popularity, and activity.
And now the importance goes to activity, which means traffic, time spent on the page, activity on the page (like comments, subscription, posts). While at phase 2 you had the capability to control your progress, now it's harder but you still have some control on it.
Does it mean that static HTML are dead?
No not at all, however you need to have more to compete, now you cannot have a simple static website with only HTML format, you must have another pages within your website that allow activity like blogs, forums, and social media. You can still have your main page as HTML, and it is very recommended but you need to run at least a blog inside your website to make visitors spend more time on your page and participate.
Now the more traffic you get the more ranking you will get and vise versa. So to increase your website traffic from Google you need to increase website traffic from other sources, traffic will increase the activity and increase the ranking you get from Google and ends up with more traffic from Google itself. (I hope it make sense to you now).

Here is a new PR about new traffic membership site that provide a unique traffic generation method and can increase your website ranking and activity on the search engines
