The website looks nice but the contrast between the header and the rest of the page is quite hard. Try a lighter color instead of that brown one. I think <div id="title-box"> would look better if you'd use a semi transparent color and a different font. The font in <div id="description"> should definitely be smaller. Maybe you should do something with the footer because it looks a bit empty and lost in the page. Don't get me wrong, the website looks good but I think this things would improve it a bit. And... it's a good idea to have a place where people can download free stuff.

I don't think a forum would have any success because people just want to quickly download what you're offering and then get back to work. If you put together a forum, you'll get a lot of messages like "i need <something>. please post it / where can I find it for free?" Just a big headache in my opinion.
I don't see anything about Web2.0 on that site. Or does the author not know that Web2.0 has nothing to do with design?
