Personnally I think tiered with a % of sales would be perfect - hosted in .eu - pay via Paypal, alertpay, liberty reserve. not using some gay host like ovh, no-whois guard that will make it good no-whois-guard is purely about trust as if you show us your company address less likely to scam
Namso, you need to do very special for new file host. But I do not know what. A lot of other file hosts already has all features which are possible and you will lost with simply another new file host.

because most uploader's servers are in EU and the US has shit speeds to places that are not inside the US.
What about the downloaders? then the download speed will be slower for people who are downloading from US (and the most downloaders are from US....)
most of my downloaders are from the EU or asia. EU>US is faster than US>EU sounds weird but it's true

What you people think about this: A option for uploaders to earn up to 50% of all Premium accounts they sold through uploaded files. Program Payout & Bonuses Count all premium account sales generated from your traffic (file downloads) and pay up to 50% of your total sales. Here's a breakdown: 35% – base rate commission for all sales. 0% - 10% – Volume Bonus; depending on total monthly sales amount. 0 or 5% – Quality Bonus; depending on percentage of total number of downloads versus premium accounts sold. Regardless of how many - or which - premium plans you're referring, you'll still receive the minimum 35% payout from each sale. Volume bonus The Volume Bonus is calculated from the total dollar amount of monthly sales combined: Less than $100 USD/month = 0% bonus $101 - $300 = 2% bonus $301 - $1,000 = 4% bonus $1,001 - $5,000 = 6% bonus $5,001 and higher = 10% bonus Thus, the higher the monthly sales, the more bonus is added to your overall earnings. Quality Bonus To qualify for the 5% Quality Bonus, you are required to sell a minimum of $5 in premium accounts per 1,000 downloads. For example, if all of your combined uploads generated 5,000 downloads for the month, you'll need at least $25 in sales to qualify. Anything short of achieving the $5 per 1,000 threshold will result in no Quality Bonus. Earnings Examples Below are some sample payout scenarios with regards to uploader statistics in relation to earnings and commission: Scenario #1: John sold $60 in premium accounts and generated 2,000 downloads during the last 30 days. He is eligible for the 35% base rate ($21) but since $60 is less than $100, he is not eligible for the Volume Bonus. However, since he easily surpassed the "$5 sales per 1,000 downloads" threshold, he qualifies for the Quality Bonus of 5%. John's total earnings are $21 + $3 = $24. Scenario #2: Jane sold $340 in premium accounts and generated 9,000 downloads. She receives the 35% base rate ($119), and is also eligible for the Volume Bonus at 4% ($13.60). She also surpassed the "$5 sales per 1,000 downloads" threshold, and qualifies for the Quality Bonus of 5% ($17). Jane's total earnings are $119 + $13.60 + $17 = $149.60. Scenario #3: Jack sold $30 in premium accounts and generated 7,000 downloads. He receives the 35% base rate ($10.50), but doesn't qualify for the Volume Bonus. He also won't earn the Quality Bonus, since his download-to-sales ratio of $30/7,000 is less than $5/1,000. Jack's total earnings are just the base 35%, at $10.50. With large files you earn lots of money. But am very curious what you think of this system. (This is from an existing file hosting service)
