    Search engines don't follow the nofollow attribute, thus it's not SE friendly and will do you no good at all with search engines.

    So, just curious. Why would he include the no-follow attribute? Personal gain? mistake?

    Well I really don't know this persons motive but it could very well be for personal gain. If all the outbound links are nofollowed then search engines would see no outbound links increasing PR and pagestrength.

    This combined with descriptions of sites gives him/her content that search engines will apply to the page.

    So you apply content and they give you no link back. The nofollow allows you to see a link placed there, however search engines wont see it. So looks mischievous.

    Nofollow links is only from home page (rotate). From category pages is regular links.
