    Many use dropped domains, best to check on archive to see if it has been a directory for a long time. Directories on dropped domains tend to be setup by owners who do not really care about their directory.

    Submitting site to high PR directory, automatically get link juice to your site. And high PR directory approving only relevant site in the, hence Google giving preference to this site.

    There might be a chance that newly released directories follow the latest algorithm criteria of search engines, and thus they are ranked higher..
    Submitting to these, helps in providing better backlinks after they approve your site..!!!!
