Yes! you're right, it seems a compulsory reciprocal link is requred to get listed but as he mentioned in his post that he'll still accept submissions if you don't reciprocate. He said he will so lets see n hope that he means what he said.

I got to the end and it said "invalid reciprical URL" and the form stayed on screen, so I assume it didn't go through
