I'm on about a $1300 budget max. If I want to spend any more than that, I'm getting the 24'' iMac. Plain and simple.

Can anyone help me find a really nice laptop or desktop (Desktop must be 22''+) for a good price?

It depends on what you wish to use it for really. I mean do you want a graphics machine or a gamer?

Oh, sorry. Not a gamer at all :] No graphics either, just a solid computer for webmaster needs.

Then you can get a good one for $600-700. :)

Desktops have really come down, you might as well get a laptop. 2008 is supposed to be the first year laptops overtake desktops.

Is Vista really that bad? Like if you didn't want to play games or anything, just code and do most of your stuff on the web not directly on your comp.

Stupid thingy cut the link lol. Anyways you can buy it all there also. http://www.tigerdirect.com. And I hate vista because you need mega ram to run anything it is stupid to upgrade to it for eye candy which mainly is all it is.

How much would realistically a good computer cost, minus a screen (which I'll have bought, the 22' LCD)

For what you are looking for you can go way under $1000 and get a good solid machine. Providing you do not want 187 gigs of ram and the fastest 87 core processor out there. I prefer AMD to Intel which cut costs also.

    Systemax Ascent AMD Athlon 64 X2 4000+ / genuine Windows Vista® Business running genuine Windows® XP Professional / 2GB DDR2 / 160GB HDD / 20x DL DVD±RW / 10/100 LAN / Microtower Desktop PC

That right there which is a solid pc runs 499.00 add the 219.00 you got your machine. :D
