unless you have a authority site it would be hard to make a buzz without spending money. for press release you can use pr distribution websites like prweb.com etc
you will have to have a budget a bit above 0 if you want to get traffic, it's almost impossible to do marketing that costs nothing, specially for an almost "niche" website as yours.
I agree - I'm spending on Adwords currently so there is budget for guaranteed results - but it needs to be as close to 0 as possible - maybe a CPL kind of thing - but yes press releasing is something I'm very interested in with this project but I've never done it so need all the help I can get. Start the other way around! Bring some traffic in. Create accounts on social networks and talk about your Website. Generate following. Write a few articles and submit them to top-ranking article publishers. THEN think about press releases. You can find templates for press release writing Online as well as Sites that distribute press releases free. As a matter of fact, the whole process is basically free but - be prepared! - it's very labor intensive!
