New Campaign, 5 days old, not working??

So I started a new adwords campaign 5 days ago, have $55.00 in balance, got a bunch of cheap keywords and set my max CPC to $.15 for them when they are actually only $.05-.10. Everything says it is active and running, but for 5 days I havent had any impressions or anything. Then I checked the keywords, and they all say

What the hell is wrong? Its pissing me off.

if you use adwords voucher, try to reach your local adwords manager and explain situation. Another way - wait 7-10 days :(

I was also facing the same few days ago, i posted here also.
I had a chat with adwords representative and they told me that my account is under review and ads will automatically start showing up. I started getting impressions after 4-5 days.

Ignore the ". . . exceeded your budget" message. Your ads aren't showing because the campaigns of new accounts must first be reviewed. Contact Adwords to speed up the reviewing process.

Almost every new account is gone for under review. I had the same problem with my 3 accounts. It takes around 2-3 days in activating account.

But when undergoing review, don't the ads say under review.. and in some case show while waiting for review.. and in other cases not show until review is completed.... like for example if they are image ads they will never show until review is done...

But do the ads actually say under review? That would make sense. But what if they do not say under review, the did initially say under reveiw but that went away in 24 hours.
Now they say all is well with 7/10 and 8/10 quality scores but say not showing contact us. When I contact them they send the same old general message about the baiscs....

Your bids might be too low. check in Google's Keyword estimator tool to get an idea in regards to the bids amounts for your keywords.

In every case i have seen it tells you when your bids are too low to show on the first page or any page.
I have a similar problem, I am bidding only 1.25 for pos 1 on one site with same 7/10 on both sites.. but one site won't show.. and it won't tell you why.... I am sure its due to the fact that they have so many hi rollers that they will not show the new low rollers... even at 3.00 bids...
