I have an account that has been neglected for a while and the quality score is very poor between 25p and £2.50

As a quick fix can I start another account with a different credit card and start again?

 

Yes, you can. Don't forget to cancel the account, which you are not going to use anymore.

 

I was going to keep the account running as it promotes a different website that is doing ok

 

Multiple accounts are not allowed. Adwords allows only one account per user.

 

You can have multiple accounts, as long as they are for businesses that do different things, and bid on different keywords.

Ok, ok. CustardMite you are right I meant, 1 account for a private advertiser, not for business purposes.
