I've never gotten a single impression or click. I've done all the diagnostics, my quality score is good, i've bid much higher than the average cost per click, and i've set my daily limit high enough to get a substantial number of clicks at my bid price. I've searched and found many others with this same problem. I also have the support number which i plan on calling later on today when i've got more time. I'm wondering if anyone else has experienced this, and is it a google issue, or is it a problem on my end? It appears to be related to new accounts, or ones that have been inactive for awhile, so maybe that's the problem. Anyone have any ideas?

it is happening over the last 2-3 days now, also with my new account and my old account just stopped, and says reached/exceeded my daily budget somthing is wrong, i think there must be problems at the moment.!
ya i have the same problem been over a week so far, exceeded budget. Havent heard anything from google.
Recently, Google Adword's has been placing that statement on freshly created Adword Account. More on accounts created through the promotional URL. There are two explanations for it: 1) This is a multiple account of yours, and one of your other accounts has to settle a debt with Google. 2) Google decides to manually review your account before allowing usage. Your best bet is to contact their online support team. Though, you will have to wait until Monday to get in touch with someone.
I've had my account for a long time, and i'm having alot of bugs lately, some of them printing that error.
this happened to me. This meant that google has your website under review. I would try to use live chat to get in touch with them.
had encountered a similar problem a few years back but it got resolved the next month automaticaly....
Having the same problem with a new account I launched last week. Glad to hear I'm not alone. I was starting to pull my hair out.
Unfortunately i did not get this resolved yet. I emailed again, and had a livechat window open for a few hours today to no avail. No replies to either email, although i did get an email from them asking me to fill out a survey to let them know how well they're doing. I haven't called them yet, but if i can get some time, i think i will tomorrow. I really find it hard to believe that a company as big as google would be this hard to pin down on this. Especially when they're potentially losing a substantial amount of money from it. I guess the only good thing is that there are a bunch of us in the same boat, and it may cause them to take notice sooner. Maybe.
Considering you have to pay up front to place your ads you think they would be on the ball. Put in a complaint they may give you a few quid’s worth of free clicks
My be new accounts opened this week are facing these issues. one of my friend opened adword account this week and he also facing similar payment problem.

It may be a good time to hit livechat and tell them you've got the same problem. It may light a fire under them.
Well they fixed mine, went through live chat she said i had an error with my account and that she would send it to the specialists. Today account is now working and i made $22.60 my first day.
