I think he doesn't have proper guidance in this sure within some time he will find out how to do things with google.
Seems like an amateur webmaster to me, may be he'll need some more time to figure out how things work.
Guys, remember this could be competitor sabotage! Getting a competitor banned from google adsense could be a godsend to a company! Just a thought, Outside the box!
