It's only a "thing" in America.

    Host your sites outside America
    Focus on markets outside America
    Use companies outside America

Make the most of your American markets now, while you can, but you can't rely on the American market remaining stable and accessible. This might be a good thing, all the little sites that rip people off will disappear but it could become a lot harder for the honest small trader. Look to Europe.

Ok I got the point, but what will happen if this is going to spread to all over the world?

American laws are never going to spread to every country.
I suspect Greece, for instance, has bigger problems than net neutrality.
India is the online version of the wild west so they're safe.
China is already the poster child of net controls.

Use cloud hosting that gives you multiple data centres, get involved politically, be vigilant.

Etsy is a big site that earns a commission on sales. If they get heavied by the ISPs I imagine they'll pay to protect their market share so I reckon they'd be worth doing.
