    I think paypal cannot take money from bank account without the persmission but there is a c hance you might get legal notice from them. Sometimes you cant to do anything in chargeback or reverse transaction case

    If you have negative balance paypal will keep sending oyu emails and when you receive fund from someone paypal will deduct from that money till you get positive balance
