Neew PHP/MySql Pogrammer filter site submittion to database

I have a website where people submit their westites into.

I need to make a couple things happen when the user submits their website to the database.

First I need the script to look at the database to see is that site is already in the database, and reject if its already there.

I would also like to have the entry formatted so everything is lowercase, and without www

like http://yoursite.com, not like http://WWW.YourSite.com

And last is to have the script check if they have a link back to my site at the time of submission, and reject with the proper error code if they do not.

Let me know your thoughts on this project. A couple of the functions will be easier that others, so if you would like to just bid on part of the project, that's fine too.
