    I would recommend you have VPS for this. If you are going to provide shared web hosting service why do you need that for offshore?

    your budget is no where near where it should be for space requirements that high - most likely you're going to get oversold space and eventually you'll be suspended for using too much resources

    as serverpoint said, you're better off getting a VPS or Dedicated if you want anything reliable.
