Buying Need WP Expert - Plugin Finding & Modification

I will need the following tasks needed to be done through a plugin :

1. Make Multiple Forms (Fields - Name, Email, Title, Image Upload, Video Upload, Category, Tags, Website) to be added to different posts.
2. The entered email should go to my mailchimp list (preferred, otherwise will check for integration with aweber etc )
3. Separate forms input (email field) will go to separate lists (mailchimp etc)
4. After Form has been submitted successfully, it will redirect to another website.
5. Added info ( title,image etc) should be saved as new post (draft) waiting to be approved.

Now my budget is not more than $20 for this, I have 2 forms already but not providing the exact required output.

I know 20 bucks is low, plugins can't be made but hoping to find someone who can get a plugin and modify it to meet my requirements.
