Need wordpress plugin coder

I need a simple plugin that will allow me to add tags to categories (not posts).

so then when I select a tag it will show me all the categories under that tag, basically like the normal built in wordpress tag feature for posts but for categories instead.

if you can do this, tell me how much it will cost and how long it will take.
