Is there a website for me booking and activating the vps without an immediate request a copy of the Visa and guardian information

Well this is indeed an odd request, most companies don't ask for visa card photo to verify your account.

I wouldn't say it was that unusual as many hosts do carry out manual or automatic fraud checks. Asking for your guardian information suggests that you are under the legal age for signing a contract, and asking for a copy of the credit card means they want to be sure you actually have that card. Something is making the company cautious about your order.

If the company is well-known then there's nothing suspicious about them asking this.

If your able to pass the fraud check most providers can get you setup without this sort of hassle.

Exactly as Ron and Jim said, it's to do with fraud issues. If it's a big company, it should be fine.
