If you are trying to design website then use Adobe Photoshop 7 and if you want to code use Dreamweaver!

Although on web there are many pre-made web creation software are available! but you can customized them according to your needs as you can do on Photoshop & Dreamweaver

Yes, design and programming are 2 different things.

As jezzz said, Photoshop for design, Dreamweaver (or do it by hand) for coding.

there isnt any miracle program that will do both the design and coding process for you , but dreamweaver for your coding and photoshop for your design are the more user friendly for begginers.

If you're starting out in web development and intend to do more than a couple of sites, I strongly recommend starting with the basics of HTML and CSS. Get a good book (there are a lot out there) and start slowly, learning from others on the web as you progress. You'll learn how to build sites properly this way, and you can move onto flashier stuff later.

If you can't be stuffed doing it properly and learning how to code, then use something like Wordpress, and find a nice theme for it.
