go to resolution center and perform the required tasks. if u feel not possible to perform these task, mail them. i m sure they will restore your account within 48 hours. for more help u can contact me.

I am facing the same problem. I have sent money to one of my buyer. And after 1 minute both we got the message about Paypal limitation.

 

As mim24 said just go the resolution center and give them the required information or wait 180 days to withdraw your money.
