Please tell me how to decided the domain banned or not

there are many tools
but let say if domain is completely new and never claimed by any person then google will not have nay data . so is their any sure shot way to check domain

 

Are you trying to ask how to check is a domain name is available? If so, then you can just go to one of the many domain registrars out there and check.

 

There is no tool for these which gives definitely true answer.

 

If the domain is not registered you cannot check it against google and get to know if its banned or not. Only if its newly expired you can maybe see that it is still indexed by google.

thanks for help. as many we can not answer this question so i will go with them and do you know any method t tell google that this domain is owned by me and so please unban it

 

Yes, if you buy a domain and later finds out that it is banned you can use webaster tools from here: http://www.google.com/webmasters/
There you can ask for a reinclusion. Tell them that you are the new owner of the domain and that all the old stuff that may have triggered the ban is gone. They will let you in again after some time. I have done that before.
