Just open a dispute saying item not recieved.
If you won't get any reply from the seller then , paypal will reverse the payment.
It is time taken but you need to have strong proofs like invoices or anythings that you can submit , if seller says he haven't recieve any fund.
So , don't wait and open a dispute now.

You're making things much harder then what they have to be. All you have to do is contact PayPal and tell them about the transaction and that you haven't received what you paid for. You can open a dispute in the Resolution Center.

Just tell paypal what exactly what you told us, without too many mumbo jumbo. You have paid this and that for a domain you guys have agreed on. Seller promised to hand over the domain within 24 hours but no responds from the seller. And you did not receive any item and would like a chargeback. That you also believe is it a fraud.

if the seller saw the chargeback then response to you... and ask you to remove the chargeback... DON'T DO IT UNTIL YOU GET THE DOMAIN. Thats how spammer trick alot of people.

    Good luck.

there is a big difference between chargeback and dispute... chargebacks can be made only if you paid by your credit card.... paypal reversals are called disupte and unauthorized transaction.... so if you have paid the seller using CC then you have to ask the card compay to file chargeback for you... it take take a month or more for the credit card company to bring back your money.... paypal disuptes are be done instantly... and the maximum of 15 days to get final decission.... but both way you will win and get back your money...

PayPal will always refund the money in the case of an intangible item (ie. domain name). Just open a dispute an PayPal will refund your money.

friendly speaking with digital goods it is very difficult to get your money from via Paypal. Along with your dispute Paypal can only hold the same amount credited on other party account but it is very difficult to actually get them back.

I hate when people freak out because they have to wait a few extra hours. He said it would take 24 hours and it may have taken up to a few days. Just because you have to wait doesnt mean hes trying to screw you. Sometimes people forget things or have something imporant to do at the time

Unfortunately this is wrong: he will definitely win the dispute then, that´s correct. But this doesn´t mean he will get back the money 100% too. Possibly the money has been withdrawn yet or transfered between some accounts and the account where he sent the money is empty. In this case he won´t get back his money unless there will be funds anytime again (the chance this happens if he was really scammed goes to 0%).

Claim a dispute ASAP and everything you can do then is hope the money is still in the account
