Well if you want that left column using php then you will have to use database also and php together and for that you will need web developer. Else statically you can do yourself too i think. What kind of help do you need regarding that left column? php or html?
this can be done using CSS a good tool for doing this is the firebug addon for firefox (I use it all the time) you can use it to view that pages CSS to see what they are doing. It can also be used to edit your own CSS and see the changes in real time.
