Use a CC or DC to verify. Or purchase a VCC at the BST section.

macau is not in the country's list. Also i tried DC, but failed. VCC. is working for this purpose? I never try it before. However, i heard that vcc will make your account limited.

Well, put it this way, using a VCC has the potential of getting your account limited so does signing up from a country which is not supported by Paypal or using fake details. So no matter what you did or plan to do, it is not going to ever make it comply to the contract you signed up with Paypal.

no, all detail i provided is valid. paypal consider macau a country, but in fact it is part of china. But macau's cc is not accept while china cc is accetable. Getting a cc from China is not easy

Actually Paypal considers Hong Kong and Macau as independent territories which is rightfully so. I know that Macau is now part of China but it is still not fully integrated to China.

Your best option would be to contact Paypal and explain your situation. I am sure they know how to advise you.
