    I am new to proxy..

What I need is proxy server software (preferably free) to setup on my new host to be used privately. But not just for the web, for all connections.

You can use proxy sock5 but its not free.
The SOCKS 5 protocol is an extension of the SOCKS 4 protocol that is defined in RFC 1928. It offers more choices of authentication, adds support for IPv6 and UDP that can be used for DNS lookups.

This will Require the use of a remote computer which you have root access running Linux. (like a VPS or dedicated server)

A SSH tunnel with putty is the easiest. There are guides search for SSH tunnel putty proxy or something to get he full instructions on using it.
