I don't have a service to offer but there are some basic things to keep in mind. The search engine looks for relevant content on your site and will rank it accordingly. You also need to be linking to other sites with a high page rank. A couple of free strategies that you could also implement to help your page ranking would be to submit articles to article directories such as ezine articles and Go Articles as well as submitting your site to search engine directories. The better your content is on your site and the more links you have to high page ranking sites the better your page rank will be. I hope this is helpful !
With $90 budget and a limited timeline, I think your best bets are article directories and text link ads. Article submission is the safe way. If you google around for cheap article submission services, you can get about 4 articles written and submitted for your budget. In a week or two, backlinks will start to show up in Yahoo Site Explorer, and you will see some of your submitted articles indexed by Google. Google will account for the links, too, it's just not so quick / open about showing the list. You may see some of them in Google Webmaster Tools. PR passing paid text link ads are explicitly discouraged by Google, and can easily get you banned. However, they may work for you faster. Use at your own risk, I do not recommend that. Article marketing is a bit dated and not as effective as it used to be, but it is plausibly white-hat, it provides good publicity on its own, even if you disregard Google, and the effect lasts longer for the same price. You probably already know all that, and are looking for better special deals from forum members. I am mainly posting this for newbie webmasters who might read this thread later, as this is a popular question.
