Buying Need Someone With Photoshop Skills

I have projects once in a while where I need a graphic made, or need some photos touched up. Looking for an inexpensive graphic designer/photoshop expert that can help.

For example, I have about 15 professional business photos/headshots with blue or grey backgrounds and I need them to be white and look as though they were shot on a white background.
