No one can give you an exact time when you will have PR. To get PR you need to build your back links. Try to find high PR sites and get links from them. Submit to directories and leave relevant blog comments on blog posts with PR. I have a few articles that could help on my SEO Blog. You can hire someone to do SEO work or to submit to directories or a combination of many link building campaigns but anyone that gives you a PR# and time frame would be at best guessing. Google is the only one that can tell you for sure that you will get PR from any given link.
Here is my take on this: PR my friend is not up to anyone to manipulate. Yes you can buy links or sell links or whatever but at the end of the day if you are not authentic enough and dont have content people likes, your artificial PR will crumble down. You can hire people and I am sure many people will either PM you or drop a reply with their offers here, but I can assure you that NO one can ensure you PR. What you need to do is know what brings PR and then only you can get the PR you deserve. Dont pay anyone, for PR only. That is simply cheap and will not last. My advice will be as a friend and not as a marketeer, build a good site and forget about PR. Your PR will show up only then. My PR is 6 and I registered a domain that was never registered before, and if I can do it all by myself without buying or selling links within five months, then so can you! Google PR is not of much importance. It might be useful if you want to exchange backlinks. Moreover, Google updates it PR in every 3-4 months. And, nobody can tell you the exact PR and the time for that matter. It would be better if you consider ranking for your keywords in top 10 and keep consistency in building backlinks.PR would automatically keep on building.
you could try writing a press release and then posting it on prweb.com. I recently did this and saw a spike in search rankings. It costs about $100-$200 to have them distribute the release, but as others have mentioned, there is no guarantee that any news outlets will like the story and run it.
keep building backlinks on Do Follow blogs and sites. Blogging is an especially good way of building links.
