Need someone who can Code up my PSD to Wordpress.

I have a basic PSD file that i wish to convert to Wordpress (the latest if possible) i would like the code to be as clean as possible (xhtml,css tabless)
the design should work with major browsers (FF 2/3, I.E & Chrome)

as you can see at the following link the design is simple and basic, it shouldn't be a problem to someone who knows it's way around.

P.S
the design itself would be in Hebrew, that means Right To Left (RTL option in CSS) i would be more then happy if you could do it for me, but if not i can do it alone - so not to worry, the left box (big one) is the main Post box and the smaller one on the right is the menu box.
