    need someone to write a simple script that will access a website and send me an email if a certain advertisement is published while refreshing all the time to catch the advertisement the moment it gets published

    there are few sites offering similiar service for free ... like if there are changes in a particular page they will send you email. there are many sites. you can google it. watchthatpage.com is one of them
