do you mean convert an image from photoshop to illustrator? Photoshop isn't a vector based program its strictly pixel based.
i think it have an image and want to make it vector psd. Can be done in photoshop using shapes and pen tool to make scalable vector but can be saved only in psd, tiff, pdf to support vector information, can not be saved to ai, eps the true vector that are most used
