Need someone to re-do website front page (Design//HTML/CSS)

    I need someone to do the front page of my website professionally, it's a low budget requirement so under $20 if anyone can do that.

    Here's an image, I need it to look better, only the red part needs to be re-done (i'll provide the current HTML code) i'd like the same kind of work, the movie/music/game box etc.
