Need someone to fully code and install a design

I've decided to just get two seperate people to do it (one to code one to program), just makes it easier as no one who's contacted me can do both lol

I have this template, and I need to get it coded and installed on my server. The URL shortening bit must work properly, basically just turn it from the template to a working website.
