    I already own a full license of vbulletin 4.

    I dont really understand what you need but if you need someone to install vb4 and install a theme ( will be downloaded from interenet ) and also add required plugins and all sections and add google analytics and google ads ( if you want so ) i can do it for you for the price you said up.
