Need some tips on my marketing campaign.

    So, I've been given the task of optimizing a website and I need some advice from you guys.

    The website is in the candy niche but it's very specific. The problem is: I need to target ONLY candy manufactures and retailers in the confectionery industry. I don't want to target the everyday candy consumers.

    Say for example, Hershey wants to advertise on this site, but they want only candy retailers to see their ad (they don't really care about the consumers seeing the ad).

    How would I go about targeting such a small, specific group of people effectively?

    So you are basically doing marketing for a website that targets these people?
    This is hard because there are so few such people. Maybe try google ads: think what might these candy manufacturers be searching for on google?

    first you need to do keyword research and then will work on it
    the niche you have choose to work is small

    I know it's a very small niche, unfortunately it's not my choice. I've done some keyword research and most of the terms I've come up with get very little or no traffic.

    Is there any way I can gauge the successfulness of the keywords if I decide to target them. (Without Google AdWords)
