Focus on one term per page. Keyword in title, meta tags(if used), in url, on page and either build incoming links with that keyword in the anchor or build links to homepage and link to that page from homepage with that anchor.
Done right, assuming it's not a really competitive term you should rank top 10 for that term in at least one of the engines within a week. No need for high pr but inbound links help :)

Wouldn't make much sense exchanging with unrelated but I don't think they could harm anything. But it's probably just as easy finding related sites as it is unrelated so why waste time when you'll get no referral traffic from it?
Also if the site is new it'll be hard or impossible to 'exchange links' probably easier to find blogs/gb's and forums to post links on.

Yes, but I think that Google PR is usually a good indicator.
If you have a PR4+ then you are definitely on the right track.

I could be wrong, but that’s what I use my PR for.

I am not sure I follow.
Do you mean if you get your PR by using a different anchor than your target audience?

I mean if you use a anchor text that is not a keyword or set of keywords you’re trying to rank in the SE for.

A example is Recreation Vehicle insurance well that would tell me your trying to rank in the SE for Recreation Vehicle insurance.

Well I hope your answer was answered. :)

If the keyword or keywords were very completive you may think of going for keywords that are less completive unless you have a very high budget.

Yes I'd suggest researching 2 or 3 keyword phrases that get traffic. I have a weak pr4 site that I link to internal pages with anchor. On the page I have the keyword as h1, in url, in title and normally rank top 10 if it's 2 or more words. (in google within 2-3 days).

And that's the ONLY content I have on the page other than a 4 second meta refresh.
