Try out BoxTrapper (users have to confirm they sent emails to you by replying to a automatically generated response email, once done, they never have to do it again).

You can do that on server side or on your computer side. On a server side (in the case you have access to servers configurations etc) you can install some spam lists (such as SpamCop or SpamHouse) that will filter out significant amount of spam sent to any email address on that specific server. In the case you are just hosting your site(s) with some hosting company, and they refuse to use any spam filtering, then you can use it via some email client. For example MailWasher has a built in option to turn on spam filtering and use SpamCop and SpamHouse spam lists, or even some other.

Can I do that on my Host? Or do I have to require the person running the Hosting to Install it?

On a server side no, unless you have root access. You can ask your hosting company though if they want to enable some spam lists on their server. If your server is cpanel/whm based, then you have some options in your cpanel to try to fight against spam, such as BoxTrapper as jayshah suggested, or SpamAssasin. Though I'm not sure how will that work. Optionally you can try using MailWasher or any other Email client that has some spam filtering option built in, and turn on those spam filters.

I'm sure you have SpamAssasin as an option. Enable it.
