    Maybe you should be more specific as to what kind of help you want. This will let us know what you are actually looking for. Someone to handle the setting up process or just give you suggestions.

    Unless you already have a website with good traffic, I would not start a bulletin board, and I'd especially avoid vbulletin. It's old and out dated.
