    well I am not clear that what your question exactly means. To open an adsense account you can have a Google account. and sign in on adsense with that Google account.

    And if u have a blog you can add ads from that adsense account.

    First of all you have to apply adsense.google.com to be a publisher, if they pre approve your site, then they will let you to create some new ads and you will be subject to final approval. Hope this is clear. Quick hint, apply with an e-mail that belongs to your url.

    You can using wordpress blog (paid hosting), write more unique content regularly, write comment on other blog link to your site, submit on social bookmarking sites likes; facebook, twitter, youtube, etc. after that you can register to google adsense account
