Can you design websites? Maybe design a few sites, like script sites etc. And use money to advertise. Just remember, you dont and should'nt spend all of the $10,000!
Well add your website to your signature to begin with, Then advertise in the 'advertising' areas of forums. Often if I am selling a product I allow DP members or a certain number of people have my product at a special price, to help spread the word of your business. You cn then move onto things like buying banner ad space on other peoples websites, and most importantly getting back links!

Internet is a platform where anyone can start from a very little (money and knowledge). You just read more (web design, seo, link building), do more if you can design a website or take help of joomla or word press to design your own website, do the seo, link building of your service website. I am 110% sure about your website will get a good position in the search engines. So you get good advertisement from google and clients.
Never invest in proxy sites.It's the worst investment you will make because once proxies are block they wont make money.
