What do you need the SMS functionality for. Many carriers allow you to send text messages to phones via email such as tmobile and verizon. That is the cheapest option.

Many carriers allow you to send email-to-sms but you need to know the users carrier. If you only need to send to US carriers you can use google voice.

It depends whats described as the 'interface', google supplies xml access to google voice which is an interface. I do know the agreement states it is for noncommercial use so it depends what you use it for.
