Need site made $500 budget

I need a site developed for me that allows the following functionality.

1) New users will register on the site (name, address, etc)
2) Users will be assigned a unique id
3) Users will be given a list of different assigments to complete with each assignment having a credit.
4) Users can select the assignment they want to complete and once they complete (and click a complete button in their account) the credit will be stored in their account and they can view their total credits from their account management page.
5) Users will be able to do the traditional things when having an account like editing their profile, viewing total credits earned, and payout of credits.
6) When a user clicks on any of his assignments another web page open up. the assignment URL will need to automatically have the users unique ID as a subid in the URL. This is so admin can track which assignment was completed by which user so the credit the appropriate credit can be applied to the right account.
7) Site will need an admin page to manage users and manage credits being given to these users for completing assignments. Admin page will also allow admin to manage anything else that needs to be managed on the site.
8) Admin will need to have reporting feature for users which users clicked on which assignments searchable by user and date range.

There may be some more things that will come about once I speak with a developer but this is the core of what I want. I need this done quickly so please only qualified developers who can work fast respond.

This project is still open however I found out that there are a number of incentive scripts available which cuts the programming time down considerably. I will pay a qualified programmer $300 to build me the site I need using the incentive script. The script will of course need to be modified to fit my project.

There is a free incentive script I know about which can be found using the link below. However, if you know of a better incentive script which costs money (or is free) I am still interested.
